Jamison Professional Services, Inc. (“JPS”) is currently seeking qualified and motivated professionals for the position of Acquisition Specialist II.

Job Description:
Related tasks include:
  • Serves as a Contract Specialist in a region, within the Office of Construction & Facilities Management providing direct support functions for: fiduciary management of CFM’s budgets, contract administration for architectural and engineering services, construction consultants and construction services; contracts for personal services, continuity of operations, emergency planning and a wide array of administrative programs (equipment tracking, logistics, housekeeping, reprographics, scanning services, mail and travel management, records management, bidders lists.
  • Manage accounts and contracts for A/E services, consultant contracts, and construction contracts. The multi-million dollar contract are complex and span departmental needs for schematics, design development, construction documents, construction period services, limited construction management, value engineering, special studies, facilities development projects, research, and other services.
  • Reviews payment invoices for completed phases of multi-year contracts. Administers major construction contracts including contracts with private A/E firms for services.  Also administers indefinite quantity A/E and construction service contracts. Ensures financial data contained in automated systems is current.
  • Provides critical oversight of contract administration for mega project with ongoing and complex design and construction contracts.  Additionally, technical review and coordination is completed for formal solicitations for bids, contractual language for contracts, and clearance procedures.  Studies internal operating procedures and makes recommendations to readjust procedures to achieve efficiency and effectiveness in the overall process.
  • Reviews complex indefinite quantity contracts for proper funding allocations and timely payments. Contracts contain several segments and include negotiated and fixed fee contracts against an overall ongoing broad based contract. Analyst applies the provisions and Federal Acquisition regulations in preparing new contract documents and bid proposals to be sure full compliance with regulatory provisions.
  • Develops automated mechanisms to assure that materials are safeguarded and that resources expended are kept to a minimum. Provides support in interpreting the regulatory language and requirements for all contracts.
  • Provides technical acquisition advice to internal Contract Officers on advertising timelines, clearances, processes and contracting language. Oversees and manages the safeguards of competitive bids, reviews each bid for responsiveness, responsibility of prospective contractors, and the sufficiency of contractors bonds. Prepares the official abstract of bids to be used during the evaluation process by Contracting Officers.
  • Maintains and prepares Price Negotiation Memorandums for contracts and associated ledger recording all monetary changes, and changes in terms and conditions of the original contract.  Examines all records to assure completed payments and records the completion of each phase.  Assures that payment timelines are met and reconciles any problems or discrepancies.
  • Procurement analyst assures that all necessary legal documents are contained and filed in accordance with procedures to fully support the completion of activities and to be sure that all provisions and all payments are fully accounted for.
  • Performs other duties as assigned.
 
Key Qualifications and Requirements:
  • Comprehensive knowledge of Federal Acquisition Regulations and program requirements for the management of funds allocated for competitive and fixed price contracts for A/E services, utilities, and construction services.
  • Comprehensive knowledge of quantitative and qualitative methodologies sufficient to evaluate and assess the success for current procedures involved with on-site construction administration and Central Office payment processes.
  • Knowledge of contracting processes and procedures applicable to evaluate financial compliance for bonding liquidated damages, process payments, changes orders and cost increases that impact established timelines and funds, and the ability to apply the principles and practices of cost and price analysis during the audit process.
  • Knowledge of federal wage requirements, small and disadvantaged business requirements and reporting requirements used in the industry.
  • Knowledge of various levels of contracting warrants and required training needs to obtain certification.
  • Written and oral communications sufficient to provide guidance in explaining federal regulatory requirements and contract provisions to diverse audiences.
Education:  Bachelor Degree Preferred. 

Experience: At least seven (7) years experience with the federal government. 

U.S. Citizenship: Must be able to successfully pass a Federal Government level background check.
